Google's, only if you accept
Google Analytics (_ga and _ga_*) counts visits and which pages get read. Google Ads (_gcl_au) tells whether someone who wrote to me came from an ad; it is there to count enquiries, not to show you advertising, and ad personalisation stays off.
Until you accept, the Google tag loads with permission denied: it stores no cookies in your browser and only sends signals with no identifiers that a visit happened. If your browser sends the Global Privacy Control signal, that counts as a no. Pages whose address carries a credential (the portal, proposals, password resets) load nothing from Google.
